With The United States divided into two wholes about an issue that is opinionated across the land, they can immediately break apart. Being broken apart means to that the divided region wanted to have the right to ignore or to act upon on that certain issue that was being fought over for the country. All these hard years of growing a strong and independent nation was dividing and Lincoln wanted to address this to the weakened nation.
